Ahead of the upcoming fifth session of the OEWG, the Centre for Multilateral Affairs have added their voice to a joint stakeholder letter calling on States to prioritize capacity building and stakeholder engagement in the second Annual Progress Report (APR). The joint stakeholder letter is spearheaded by the International Chamber of Commerce, the institutional representative of over 45 million businesses in over 100 countries.

In summary, the letter contains the following points:

  • Welcomed any initiatives to strengthen stakeholder engagement but hope they will be ongoing and substantive.
  • Suggested that the APR should strengthen language on the importance of mainstreaming cybersecurity into digital development, and propose the APR explicitly states that the OEWG should consider how cybersecurity considerations and good practices can be integrated more broadly into digital development projects.
  • Proposed that any checklists on norms implementation be considered in tandem with capacity building initiatives and suggested that OEWG should work towards agreeing shared goals to define the scope, ambition and required capacity building support for the implementation of the norms.
