In December 2022, the United Nations General Assembly adopted a resolution which welcomes the proposal to establish a Programme of Action (PoA) to advance responsible State behaviour in the use of information and communications technologies in the context of international security, calling for further discussion in this regard. The Cyber PoA could therefore be the first permanent mechanism for discussing peace and security in cyberspace at the UN. However, its concrete modalities have yet to be negotiated by States. In their joint position paper on the PoA, Cybersecurity Tech Accord, the Global Forum for Cyber Expertise (GFCE) stress the need for a robust multistakeholder engagement element in these deliberations.
The Cybersecurity Tech Accord, the Global Forum for Cyber Expertise (GFCE) and the Paris Peace Forum launched a survey with the aim to draft a multistakeholder joint position paper on the Programme of Action (PoA) to advance responsible State behaviour in the use of information and communications technologies in the context of international security.
