Moses Owiny

Chief Executive Officer

Moses Owiny is the Founder and Chief Executive Officer, Centre for Multilateral Affairs (CfMA). The CfMA is a platform that seeks to inform, shape and advance Africa and global south perspectives and priorities in international policy processes. In other capacities, Moses also serves as a D4D Expert with the Belgian Development Agency in Uganda; a company that implements the priorities of the Belgian government in international cooperation. Previously, he served as Advisor, Digitalization with the deutsche gesellschaft für internationale zusammenarbet (GIZ Uganda) for 5 years – where he supported and shaped the priorities of the organization in the field of digitalization and contributed to strengthening the institutional capacity of civil society organisations in Uganda. His most recent research work focused on ‘ the influence of cyber norms in fostering Uganda’s bi-lateral and multilateral relations for responsible state behavior in the cyberspace’, ‘cybersecurity and state capacity in Uganda’ as well as ‘an assessment of how internet shutdowns undermine Cyberstability in the East African region’. In June 2021, he served as an external Co-Chair and Programme Committee member for the 10th edition of RightsCon – the world’s leading summit on human rights in the digital age under the category ‘Cyber Norms, Accountability, and Practice’.

Moses is also the 2024 EU Cyber Diplomacy Fellow ( Moses Owiny :: EU Cyber Direct). The main purpose of the EU Cyber Diplomacy Fellowship is to support partner countries and non-governmental stakeholders to engage in international cyber diplomacy debates through addressing development of skills and knowledge at the individual level. In 2022 Moses completed the Cyber Law International Executive Course Programme certified by the University of Reading, UK themed ‘International Law in the Cyber Era: Finding Balance Between State Interests and Individual Rights’. Moses is an alumni of the 2014 and 2022 African School on Internet Governance (AfriSIG). AfriSIG’s goal is to develop a pipeline of leading Africans from diverse sectors, backgrounds and ages with the skills to participate in local and international internet governance structures and shape the future of the internet landscape for Africa’s development. He has contributed to debates and policy discourses at multi-stakeholder platforms at domestic, regional and international level. He is passionate about multilateral politics, defense, security and international law. In 2011 he worked with the YWCA of Genesee County, Batavia, New York, United States where he built ICT capacity and supported projects that improves the career ladder of the low-income women of upstate New York. He holds a (Hons) bachelor’s degree of Arts, a master’s degree in International Relations and Diplomatic Studies and a Post Graduate Diploma in Public Policy and Governance (1st Class Hons)
