Emmy is a data governance expert and statistician currently serving as a Research Associate at the Centre for Multilateral Affairs (CfMA).He brings a strong background in data management, data analysis, and digital policy research, with experience spanning through health, finance, and civic technology sectors. At the CfMA, Emmy supports research and policy engagement on digital governance, data protection, and multilateral internet governance policy. His work focuses on advancing inclusive, rights-based digital governance through evidence-driven research and cross-sector collaboration.
He is a 2024 fellow of the African School on Internet Governance (AfriSIG) and the East African School on Internet Governance, a member of both the Internet Society and a contributor to Wikimedia.
Previously, Emmy worked at The Medical Concierge Group as a Data Officer, where he led the implementation of digital data systems, enhanced data-driven decision-making, and supported mobile health initiatives through secure and compliant data management.
Emmy is skilled in database systems, data modeling, and the application of data analytics to inform public policy. His commitment to data privacy, artificial intelligence ethics, and regulatory compliance informs both his research and advocacy. He holds a Bachelor’s Degree in Business Statistics from Makerere University.
